「アラカン男の独り言」アフリカ発の難民は中南米経由でアメリカを目指しています。 

アフリカのコンゴ民主共和国と言ってもご存知ない方も、かつての国名ザイールは聞いたことがあると思います。今この国は内戦や内輪揉めで大変なことになっていて、混乱から逃れようとする大量の難民が海外に流出しています。最近の難民問題といえば、イスラム国(ISIS)やアルカイーダなどのテロの脅威を逃れて、シリアやイラクなどからヨーロッパに逃れている人々が注目されていますが、それだけでは無いようです。

さて、最近のパナマでは、何とそのコンゴ民主共和国から多くの難民が押し寄せてきて問題になっています。下記の新聞記事の通り、自国を脱出してまずスペインに行き、それからさらに船に乗ってブラジルに行き、アマゾンのジャングルを横切ってペルー、エクアドル、コロンビアに着き、ジャングル地帯であるコロンビアとパナマの国境を「突破」してパナマ市に到着し、バスターミナルでしばしの休憩をしています。ボロボロの船で自国を脱出し、途中は徒歩やヒッチハイクもしながら、何と3つの大陸と5つの国を通ってたどり着いている人々のエネルギーと生命力は驚くべきものです。パナマ政府は、国際機関などと協力して人道的な観点からこれらの人々のケアをしていますが、これからコスタリカ、ニカラグア、ホンジュラス、グアテマラ、さらにメキシコを通ってどれだけの人が最終目的地であるアメリカにたどり着けるのでしょうか。

別の記事でも述べましたが、最近の世界における難民問題について考えるたびに、日本という自国民をちゃんと守ってくれる国に生まれた幸運と幸せを実感します。平和で安全な日本の国内で暮らしていれば、殺されたり飢え死にする可能性はほとんどありません。「生活保護」の制度も一応機能しています。海外の主要な国には在外公館があって、自国の旅行者や在留邦人の面倒を見てくれます。海外でテロ組織に誘拐されても、政府が前面に出て解放のための交渉をしてくれます。平和の祭典であるオリンピックがリオで開催されているこの時期に、安住の地を求めて地球上をさまよっている人々がいるのがこの世界の現実です。

Chester Awares Derelus, 23, has been traveling for 95 days, spanning three continents and five countries, with the dream of reaching the United States.
Derelus, who is trying to get from the Congo to live with his brother in the U.S., is stuck at the Albrook bus terminal.

He arrived in Puerto Piña, the Darién, in July, and spent almost a month trying to get to Panama City. He hopes to travel by bus to Costa Rica, Nicaragua, Honduras, Guatemala, Mexico and finally the United States.

There are between 100 and 200 migrants stuck in the bus terminal in the same situation as Derelus.

“This has happened with Cubans, Haitians, Somalis and now Africans,” said Benjamín Solís, the terminal’s head of operations.

The migrants are kept in a special area and have a bathroom where they can clean up daily. They receive aid from the Red Cross.

Many are there for only a few days until they get money to continue their journey. He said most leave within 72 hours.

He estimated that some 3,000 immigrants head through the bus terminal each month, a situation that is not ideal due to concerns about health and safety.

The International Commission on Human Rights has issued a warning about the situation, saying the migrants are “extremely vulnerable.”

Vice President Isabel de Saint Malo de Alvarado said that the government is working to address the situation, but there does not appear to be any solution in sight.

“We are fulfilling our obligations and treating the migrants in a humanitarian way,” she said.
